Keating's rule is that possibility does not equal probability. He applies it to extraterrestrial life: a huge number of planets establishes many possible locations, but not the probability that life began, became complex, developed technology, and reached Earth. Elsewhere, he argues that claims framed in physics should be tested with physics, and that astrology must distinguish correlations from causes. The reusable mechanism is to break a claim into prerequisites, ask what direct evidence exists for each one, test causal alternatives, and preserve uncertainty when the evidence is absent. The output is not automatic disbelief. It is a calibrated conclusion that distinguishes what could happen, what evidence shows has happened, and how likely the full chain appears to be.

In the wild
The number of planets makes other life conceivable, but Keating argues that it does not by itself establish probability. A conclusion must also account for the unresolved origin of life, the development of complex technological organisms, immense travel distances, and the lack of direct evidence he finds persuasive.
